Internet Service Providers (AT&T, Comcast, Time Warner, Charter, Verizon, etc.) are currently not labeled as "common carriers". This means they can escape regulation while at the same time benefiting from local monopolies or duopolies.
Without this state supported lack of competition jobs would be created by promoting network expansion & upgrades as well as in new start-ups and tech companies. Small businesses are dependent on the internet yet lack sufficient options to be competitive.
Also, the USA trails the rest of the developed world in both price and access to broadband. Without the clear wording of common carrier classifications, current regulations for ISPs are being contested in courts, fail to promote competition, or service rural communities.
