How many tar laced, non-decomposing cigarette butts are littered each day? I would estimate over a million. Lets protect our community's water, and soil by recycling the cancer causing waste and chemicals. Five cent per butt would only increase packs by $2.00. This would deter many from smoking in the first place as well as help clean our country. Win win?
