Every United States Citizens that has not been jailed/ nor convicted on a DUI , a person who has not been jailed nor convicted by a Jury of their peers on a Illegal Narcotics Charge: nor has said person been diagnosed deathly ill or charged and convicted on a wrongful tobacco purchase, shall with a court moderator or monitor, be given a Twenty Five Thousand, UNITED STATES DOLLAR GRANT, EVERY THREE YEARS, as long as said Citizens does not violate said rules of this amendment.
