To close the loop hole for stolen cell phones by requireing that ALLL CELL PHONE PROVIDERS turn off the ESN

The theft of cell phone in this country has gone through the roof and since most police departments have more inportant things to do this would KILL the market for this STOLEN PROPERTY. Oh and by the way Australia already does this, and as a result there theft of these phones has all but dryed up. The phone companys have killed this in Congress the past 3 years or mores for they are now guilty of assisting the thefts in the crime by aollowing the STOLEN phones to be resold and activated
