Close the loophole that allows GoodWill to pay disabled workers below federal minimum wage (often below $2/hr).

GoodWill Industries employs thousands of disabled workers, and in many facilities these disabled persons make well below the federal minimum wage. In these "Sheltered Workshops" staff members use stopwatches to test workers on speed and ability and then base their pay on the result. In many cases, the pay rate is under $2/hr and in some cases as low as .22/hr. GoodWill Industries is a non-profit business which grosses 5 billion per year and receives help from the US Government. Managers and Executives make as much as 1.1 million dollars per year, but they cannot manage to pay their disabled workers a decent wage. Please close the loophole that allows employers to take advantage of those most vulnerable.
