Close the loophole that allows restaurants to pay waitstaff below minimum wage.

Waitstaff are not freelancers, or self-employed, or a form of busker. They are employees who should enjoy the guarantee of a full days pay for a full days work. Tipping is not a reliable source of income because there are different culture expectations, often from person to person, as to whether it is required or not. This makes the wage of waitstaff every erratic and unreliable. And aside from tradition, there is no reason to not just pay waitstaff a proper wage instead of forcing them to rely on the generosity of others.
