Close the Western Hemisphere Institute for Security Cooperation, also known as the School of the Americas.

The Western Hemisphere Institute for Security Cooperation (WHINSEC) was once opened as the School of the Americas (SOA). It was designed to teach military training and education and to educate about human dignity and rights. It's excelling at the first part but failing miserably at the second. It's primarily a combat school, and while it does require some human rights training, country-specific instruction is not required. Students that take two or more courses at the WHINSEC/SOA are about four times more likely to commit human rights violations than those that take one course, officer students are four times more likely to commit human rights violations than enlisted students, and its record doesn't improve over time. This is currently sponsored by the US Military, and must be shut down.
