To closely monitor those on welfare to ensure they're using for what it is intended for and not on unnecessary purchases

There has been numerous occasions where I have witnessed individuals who are on welfare that are also buying luxury items such as expensive cars and handbags etc. It does not make sense that if one relies on welfare but can make these types of unnecessary purchases. I would like to see some sort of regulation on what those individuals are allowed to purchase. Also, those individuals should not be allowed government assistance if they have not even tried looking for work.
