Create and enforce a law that demands that Republicans wear clown costumes on the floor of the House of Representatives until they can prove that they can act like Americans. Exceptions are to be made for the Speaker of the Ho's John Boehner and Representative Erik Cantor and who must wear their Bozo and Cookie costumes throughout 2013.
