co-operate in space exploration with Russia and other countries (as in the I.S.S.) instead of competing against them.

The International Space Station is a success because the U.S. partners with Russia, Europe and Japan. In contrast, the U.S. created Skylab alone and it crashed to Earth. Similarly, the Soviet Mir station was abandoned because Russia could not afford to keep it going. Therefore, instead of having another race to the moon and Mars, the U.S. should have a joint effort with other countries. Moreover, developing a shield against asteroids is a task which affects all countries, even enemies.
