We petition the President to enact the provisions of the Violent Crime Control and Law Enforcement Act of 1994 instructing the Attorney General to “acquire data about the use of excessive force by law enforcement officers” and “publish an annual summary of the data acquired.” (H.R.3355.ENR Subtitle D Section 210402)
The data collected must include the racial identity of each victim, and of the police officers who are accused of using excessive force. The annual summary must present information to help the Department of Justice identify Police Departments that show a pattern of excessive force, and that show a pattern of discrimination based on race.
