1. Remove upper cap from income subject to Social Security and Medicare taxes.
2. Make all sources of income; wages, dividends, capital gains, etc, subject to Social Security and Medicare taxes.
3. Exempt pension payments or withdrawls from retirement accounts up to aggragate of $100,000/individual or $150,000/couple. Amounts greater than these would pay Social Security and Medicare taxes on the difference after subtracting these amounts.
4. Collect Social Security and Medicare taxes on all estates passing to someone other than a spouse.
