Apple, inc. and many other corporations are avoiding or delaying (deferred payment) paying taxes by stashing money overseas. Since they refuse to pay their fair share, they shouldn't enjoy the benefits provided by the U. S.

Solution: have the justice department explain that the companies have 30 days to return the money and pay the
tax or Justice will announce that it will refrain from future enforcement of intellectual property laws (both domestically and internationally via trade agreements) protecting those companies.

If that doesn't do the trick, Commerce should announce a new loan program to fund new start-ups wishing to use the now unprotected intellectual properties.
