Students should expect a right to due process when accused of sexual assault on campus. The effectiveness of addressing rape on campus should be measured by whether when feel safe and not based on "guilty verdicts" where recent congressional testimony assert that probably 80 to 90% of the accused where innocent beyond a reasonable doubt.
When the Department of Education considered schools safe when reporting low reporting rates they actively discouraged female students from reporting. When the Department of Education shifted to a position where more reports showed evidence of taking sexual assault seriously, universities actively pushed female students to accuse innocent students.
"Body count" did not measure success in Vietnam and it's proving expensive to secondary education.
