The US would sell lottery tickets for $5 in June. On the 4th of July the US would hold a national drawing, where 100 individuals (2 per state) would win "golden" tickets that would confer the right to participate in the eventual colonization of Mars. These tickets would be sellable, transferable to descendants, etc. The lottery would be held each year until the first group of 100 ticket holders were on Mars. All lottery funds would be used to support the colonization of Mars.
