Combat job outsourcing with a proportional maximum wage for corporate executives

During the State of the Union address, President Obama made a valid argument: No American who is employed should live in poverty. I for one perfectly agree with that statement. I also agree with the solution to that problem: raising the minimum wage. However, the minimum wage is unfortunately why jobs are being outsourced as much as they are.

What I would recommend to combat this is a proportional maximum wage proposal. Where the government would use the following formula to calculate a maximum wage for business executives:

W1 = (W2*N)/10

where W1 is the wage of the chief executive of the company in question, W2 is the wage of each employee of the company in question, and N is the total number of employees that the company in question employs.
