Combine the common administration functions of the government health care programs to save $, eliminate duplication, etc

There are multiple government health care programs, which provide the same services to different populations of people - the poor, the elderly, Veterans and children. It seems there must be much duplication of common functions among these programs such as purchasing, accounting, HR, IT, etc. Consider consolidating like functions, identifying and implementing best practices. These actions could eliminate duplication, reduce costs and improve services. It is also possible that jobs could be lost, thus retraining may be necessary.
