By combining the powers of Dept.Child Services with the personal contact of in home services provider(counselors that come to your home) and Foster Parents, the ability to heal all parts damaged in a family, when these types of issues arise, would allow 3 shifts of workers to be intensely involved in healing and teaching all family members what is necessary for proper behavior for all of them. Having the ability to physically restrain an incorrigible child would also prove prudent.
This would allow for Foster Care homes to still be available, but just for extreme cases,instead of taking so many children away from everything they know causing unimaginable trauma on top of what they have already suffered.
Healing the home is more necessary than persecution or prosecution of the defendant.
