Combine MEDICARE and MEDICAID into one federally funded program and enact parity in payment between the two

Both medicare and medicaid were added to the social security system during the Johnson Administration with the Social Security Act of 1965. Medicare was created to provide medical care to the elderly and Medicaid to the poor. While originally intended to be one federally run system like social security, the turbulent civil rights environment of the 1960s led to a compromise where only medicare was federally run and medicaid was to be run by the states; this is because less progressive states didn't want to provide care to poorer people who were mostly black. Today medicaid on average is grossly underfunded by many states to the point where many doctors do not accept it because they could lose money with every patient visit, however medicare is universally accepted. Combine them already!
