Commence a nationwide study on the true costs of healthcare to include most common procedures, tests and salaries.

According to an article in TIME (http://healthland.time.com/2013/02/20/bitter-pill-why-medical-bills-are-...), itemized healthcare/hospital charges are far greater than their actual costs by outrageous amounts, often several hundred percentage points above cost. Ironically those without insurance and least able to pay receive the highest bills. Furthermore, there appears to be no logic to the determination of the price for a given item, test or drug.
A comprehensive study to determine the true cost of a selection of the most common procedures (CTs, MRIs, etc.), lab tests (CBC, urinalysis, etc.), inventory items (gauze sponges, pill cups) and salaries (doctors, administrators) should be conducted to determine the appropriateness of health care charges and profits.
