Program 1033 is a program put forth by the Department of Defense. Myself, along with the American people would like the Obama Administration to comment on the purpose and legality of this program. Looking at data from local police forces, the weapons being supplied by the DoD have not served a practical purpose and based on primary-sources, have ignited a sense of fear in Americans.
The Declaration of Independence states that American Citizens have an unalienable right to "Life, Liberty and the pursuit of Happiness." It is further clarified that this includes safety, something many Americans feel program 1033 is threatening.
The American people would like the Obama Administration to comment on this and help clarify to the American people why program 1033 benefits them.
