Commission NASA to investigate methods to prevent tornados from forming. One example might include deploying a space-based system of satelites which could emit microwaves to heat the cold rainy downdraft of a forming tornado thus preventing it from forming. Instead of going to the Moon or Mars, NASA should be funded to create and deploy a Tornado Prevention System within 10 years. The system would save countless lives, billions of dollars of infrastructure damage, and could even serve to protect other countries (for a nominal charge) if proven effective.
