commit future economic stimulus money be directed to those who have filed for income taxes.

Any future attempts at any economic stimulus type programs would consist of taking what ever amount of money the govt. wants to give out and equally divide it to each person who has paid taxes in the previous two years.
Thereby allowing the money to be injected into the economy at the local level, not misused by business and corporations.
Many people would use that money to help with every day expenses but could also use it to make home repairs, pay off/reduce cars-mortgages-loans, maybe towards purchasing a new/bigger house, purchasing newer energy efficient appliances, etc..
This would have the money reentering the economy on the local level, helping more local businesses, maybe hiring more employees, rather than previous stimulus money that was used and abused by the financial industry.
