Commute all of the offenders still residing in prison who are not able to have the benefits of the Fair Sentenceing Act.

The Fair Sentencing Act changed the the disparity of crack cocaine from 100 to 1 to 18 to 1. The United States Sentencing Commision made the change retroactive to the sentencing guidelines, but harsh mandatory minmiums were not changed. The Supreme Court made the law partially retroactive for all pre act offenders not sentenced yet. This petition is for all offenders to receive the benefit of retroactive application of the new law.
