There is no question of the guilt of Dzhokhar Tsarnaev, and this petition makes no claims to the contrary.
As an act of compassion, as well as to demonstrate to the world that the United States is a just and fair society, the death penalty for Dzhokhar Tsarnaev should be commuted to Life, for many of the reasons introduced in trial. Further, Tsarnaev, having stated his remorse for his actions, could be a spokesman advocating the de-radicalization of potential followers. There are cultural reasons why Tsarnaev was compelled to follow the acts of his brother.
He should be allowed to live, to invalidate the actions of his brother.
