Compare American poverty line to Chinese what can you do for those poor people in China?

Dear Mr. President,
As a Chinese ,I wish you to carry about those people who are under poverty line.Chinese gov. issue a lot of good policies to those poor people ,but Some Local Officials often
do not execute it.They always thought theirself and friends.But a lot of people don't know these policies.The information can not delivered to people's hand.So we need your help.
