Given the current political debate regarding the Affordable Care Act (or “Obamacare”), I would propose the White House commission a study to compare the Affordable Care Act to H.R. 676, as well as the possibility of allowing unrestricted open enrollment in Medicare.
When evaluating open enrollment of Medicare, I would further propose the idea of creating individual Health Care Accounts for every citizen of the United States that would provide lifetime, interest free loans to individuals to pay for the 20% coinsurance not covered by Medicare, with maximum month payments not to exceed a “livable” percentage of the individual’s income. At time of death any amount left on the individual’s account is paid for by the estate of the individual, then written off.
