Kentucky allows and ignores statewide systematic violations of KY 908 KAR 2:090. Decriminalization of mental illness relating to KRS Chapters 202A, 202B, 645 STATUTORY AUTHORITY: KRS 194A.050, 202A.008, 202A.028(3), (4), 202A.041(1), 202A.051(6), 202A.101(3), 202A.241, 645.120, EO 2004-726. More than 60 individual rights were violated during 2012-2013 in Paducah KY alone. A complaint was filed with the KY state attorney general and was discarded. A complaint was filed with the US Dept of Justice, office of civil rights, last year yet no response. I obtained arrest/detention records on 60 PADUCAH KY cases of persons that were considered mentally ill and the regulations were not followed on a single case.
