We petition the President to issue an executive order causing the Veterans Administration - U.S. Treasury to pay an allowance to veterans who file disability claims beginning not later than 45 days after receipt of a claim. The payment amount should be 75% of the national average for a monthly disability claim payment. Payment would be increased or reduced to align with the eventual decision of the Veterans Administration. If these payments result in overpayment, recovery would be amortized over 10 years.
The VA goals for 1978 included processing 75% of disability claims within 120 days. 34 years, 6 Presidents & 17 Congresses later, the nationwide average for these claims is 147 days. Improvement efforts over the years, have not worked enough. The President must act NOW
