Our nation requires a law in which all life-threatening weather forecasts are treated as so, forming regulations regarding severe weather alerts, signage or closures on projected or growing areas of concern and near all detours. The signals must be available to all citizens in a set radius in order to provide warning. Cities have emergency crews, officials, and resources for these purposes. The recent rain in Texas, Houston specifically, caused water rise and flooding over a wide area. The highly traveled Interstate 10 was in the center of the surging and the necessary detour around road work via the Galleria Exit caused unaware citizens to exit a high speed freeway and inevitably drive into 20 feet of water. A driver, Jose Yebra, died, & he inside his vehicle remained underwater 2 days.
