The United States has in the past made a fool of itself by providing foriegn aid to counties that have shown they are not truly Allies. Take for example Iran, and Iraq the aid that the United States gave them backfired on us. We in this economy we need to focus on ourselves and those that are truly our allies. Countries like China that funds North Korea, Pakistan that allows the Taliban in their borders and Eygpt that supports the like of Hamas and Russia that supports Al-Assad are not our allies they are our enemies point blank. We should not support them we should not trade with them and we sure as hell shouldn't give them anything.
