Completely redesign the CIA and security clearance system in a way that makes all ordinary Americans equally important.

We the people of the United States petition Barack Obama to reform the entire system of security clearance, classified information, and the CIA itself. Our system of secret R&D leads to enormous waste in the defense budget, and places a terrible weight on some of the people working under security clearance. Additionally security clearance, and CIA employment itself, makes certain Americans arbitrarily far more important than others in what is supposed to be a democratic society. The CIA and our entire intelligence community will always exist, but should be required to treat the rest of our society with the respect they deserve, and to respect the wishes of our democracy. They should not be allowed to maintain a list of people they can kill at will with only presidential authorization.
