The United States has a legal obligation under the International Convention Against Torture to "proceed to a prompt and impartial investigation, wherever there is reasonable ground to believe that an act of torture has been committed in any territory under its jurisdiction.”
The non-partisan Task Force on Detainee Treatment concluded that "it is indisputable that the United States engaged in the practice of torture." Furthermore, "the nation's highest officials bear some responsibility for allowing and contributing to the spread of torture."
By not proceeding with a prompt and impartial investigation, the Obama administration is in violation of international law and this must be addressed. As the report states, "democracy and torture cannot peacefully coexist in the same body politic."
