Compromise: Approve Keystone Pipeline, but with a Carbon Tax

Make a holisitic compromise with congress on behalf of a divided people: Approval of the Keystone Pipeline as soon as congress passes a national carbon tax.

The carbon tax would be applied at the mine or the well on domestic or imported fossil fuels. Imported goods from countries not matching the U.S. carbon tax would be taxed at the point of entry. (No free ride for China's coal plants.)

The tax may start small, but should be at least $50/ton of CO2 by 2020. The carbon tax income may replace income taxes on wages.
