There is a clear solution to the fiscal cliff. First, we need to define what a small business is and isolate them from what we do to personal income taxes. Taxes should not go up on small businesses period. Second, we should raise rates to 39.6% for individuals who make over $250,000. We should also raise dividend and capital gains tax rates to 20% for these individuals. Note all loop holes and deductions should be removed for their dividend and capital gain income (20% will be the lowest effective rate on this income). All other taxes should remain the same. Republicans and Democrats both think the wealthy individuals should to pay more. Republicans fear taxes going up on small businesses which could hurt job growth. This solves both issues and should have bipartisan support.
