Compromise on gun control

Allow the ownership of certain high-compactly gun and similar weapons only though an organized militia,
The psudo-privatization of the sale of these weapons will allow only responsible people to own guns while complying with the constitution.
How?
License the creation of private militia groups that will sell the guns to whomever they deem fit BUT will also be responsible for the customer's actions with the weapon.
the guns and bullets will have serial numbers traceable back to the militia and the militia's records will allow it to be traced back further to the owner of the weapon.
This privatization will allow the free market to find the most effective way of keeping the guns out of the hands of dangerous people.
Additional regulation such as required inventory records may be applied.
