Participating in a petition to begin secession for a state of these United States constitutes an act of rebellion against the Constitution and Federal Government of the United States. Our 14th Amendment provides exceptions allowing for the abridgment of the right to vote based on participation in rebellion. The 14th Amendment also establishes ineligibility for public office based on participation in insurrection or rebellion against the Constitution of the United States. As a result, participation in a petition for a state's secession should make participating citizens ineligible for future public office, and provide their removal from any current public office. Participating in such a petition should also be a cause for reviewing whether or not such citizens will keep a right to vote.
