Since October 1960 the U.S. imposed an Embargo on the Republic of Cuba. The embargo was ordered at the height of the Cold War, and I doubt the U.S. still perceives Cuba as a threat. Both Nations can benefit from each other's exports. Also seeing as the distance between the two lands are approximately 100 miles this would be a great market.
