A major shift in police tactics occurred in Dallas on July 7, 2016, in that police felt it justifiable to use one pound of C-4 high explosive to end the life of Micah Johnson. Since that time the Dallas Police Chief has defended his decision. Regardless of his alleged crimes, the threats to public safety, or the need to end Johnson's life, the usage of explosives by police officers to kill a suspect is an action which the Federal Government should immediately condemn as inappropriate. There is no difference if it was C-4, a grenade, or an antipersonnel mine. Police officers are hired to enforce the law and public safety, not to serve as executioners. The tactics they use must recognize a fundamental truth that it is never acceptable to make war on civilians.
