Conduct an actual scientific study on the effects of guns and gun control legislation

There have been a number of proposed studies over the years to determine if gun control legislation actually has any effect. Most of these have been blocked by firearm manufacturer lobbying groups such as the NRA.

I propose that a special non-partisan committee of competent researchers be convened, given subpoena power, a budget and be placed outside the rubric of congress and away from lobbyists so that they may conduct a study to answer questions about whether or not gun control legislation at the state, federal and local level has any actual effect on such things as the number of gun related accidents, homicides, suicides and assaults.

For example: Does a firearm in the home actually stop a home invasion or burglary? or do the home owners usually end up dead by their own firearm?
