U.S. Military personnel should not be authorized to conduct joint training exercises on American soil or air spaces unless its for search & rescue due to a natural disaster or civil unrest, in which case, should be limited on how these civil issues are dealt with because American citizens have rights that should absolutely not be stripped away because an official declares a state of emergency or there being a war on terrorism.
If Military operations are being conducted or are going to occur in the future on actual American soil, not U.S. government property, it needs to be presented and transparent to the public weeks to months in advance. We petition the Obama administration to let the public form a unanimous decision on whether the armed forces should operate on US Soil.
