The US Embassy in Jamaica, West Indies is known for it's notorious denials even without a complete interview and verification of documents from the applicants. Most of these denials are without merit and outside the scope of US Immigration laws for denials. Most of these denials go unchallenged because of the difficulty in starting an appeal, as well as a lack of direct means to communicate with the US Immigration Services abroad.
The application process and requirements are very well stated and makes absolute sense. However Permanent Residents or citizens who are family members within the United States should be allowed to appeal a case for the family member in Jamaica who has been denied. Especially if the applicant believes all requirements for the Visa Application are met.
