conduct urinalysis testing on the 3 branches of gov including elected officials, publish results, 100% yr, 10% rdm mthly

Immediately begin a urinalysis program for all three branches of government to include all elected officials. Test all individuals at least once per year and conduct a 10% random monthly test. Positive results are then put into official record and published within two weeks to major news outlets.
