Confine the enforcement of Federal law to THE UNITED STATES (i.e. Federal territory)

The four Organic Laws of the United States (Declaration of Independence, Articles of Confederation, Northwest Ordinance, Constitution of Sept 17, 1787) make it clear that Federal law is applicable and enforceable ONLY within Federal territory (i.e. land owned by or ceded to the United States of America). Such land is called "the United States."

Please stop mis-enforcing Federal law outside Federal territory.
