Confirmation of gang membership should be a federal offense and offenders be treated as enemies of the state.

Many if not most murders are attributed to gang members. Gangs and their members who, collectively, by their actions and their way of life, have proven themselves to be a greater threat to the safety of the people of the USA than foreign terrorists, should be treated as domestic terrorists. Any person who claims gang membership, gang affiliation, or professes to be sympathetic to gangs and gang membership should be charged with providing material support to a domestic terrorist organization.
