Congress and the Senate should have their pay reduced.
Congress and the Senate should lead from the front. They will not pass anything that would affect their pay. Something needs to be done.

Since the military has to take a pay cut so should they. This year there are some married military members are taking a pay cut, while some single military members are getting a pay raise.
