That Congress be required to pass new taxes for each separate commitment of military forces in hostile activity.

As a nation we have to understand the costs (both immediate and residual) of going to war. And all our population needs to share the pain associated with it. Consequently, Congress must, within 90 days of each separate initiation of hostilities whether by War Powers or Declaration of War, pass taxes ON NON-ESSENTIAL GOODS AND SERVICES that can support the estimated cost associated with the hostilities.
Failure to pass the supporting revenue would mandate the cessation of hostilities and the withdrawal of all troops.
These taxes would be adjusted annually as long as the hostilities continue. When hostilities are ended, the tax would then decrease by 50% every 4 years (terminated after 20 years) in order to fund the care and support of the casualties that occurred during the hostilities.
