Congress has to pass a annual budget, not including temporary measures within one year of forming.

Congress has the duty to create and pass the annual budget for the United States. It has failed to do so since 1990's. If the general public worked like Congress, they would be fired. Congress gets paid more annually than most of Amercians. Congress should be mandated by law to pass an annual budget within one year of forming and every year there after, not including temporary funding measures, or that Congress shall be dismissed and its members bared from public service.
