We the people ask the federal government to Call on Congress to act on an issue:

Congress must hold hearings on the militarization of American law enforcement in both weaponry and culture/training.

In the digital age, with the expanded documentary capability of the average citizen and the record that has produced, it has become increasingly clear that the relationship between the American citizenry and law enforcement has seriously eroded, in particular with respect to the African American, Hispanic and Native American communities.

In both appearance and conduct, it could be argued that American law enforcement behaves in an increasingly militaristic manner and is approaching the public almost as though we are enemy combatants instead of American citizens.

Congress has, in the past, held hearings on the use of steroids in professional baseball. I should think they could hold hearings on the killing of average citizens, especially people of color, by agents of the state.
