Congress shall be prohibited from passing any legislation with regard to pay scales and/or benefits for themselves of their families without a vote of the people:

1: Vote shall be initiated each year immediately following submission of Federal Income taxes

2: This prohibition includes but is not limited to
-Pay raises
-Social Security Benefits
-Health Care benefits
-Perks and amenities that benefit the individual such as taxpayer provided vehicles, aircraft, or protections by civil authorities
